Documents when transferring a puppy


The main document is the Puppy Card , which is issued by the Cynological Union of Ukraine (UKU) based on the registration of the litter. In addition, a veterinary passport is necessarily attached, which records data on chipping, deworming and vaccinations (with vaccine stickers).

The puppy's birth certificate is a temporary document. To become the official owner, the buyer must exchange it for a Pedigree.


1. The owner contacts his local branch of the Civil Service Commission.
2. Provides metrics and fills out an exchange application.
3. Pays a fee for the production of a pedigree.
After processing the data in the central database of the KSU, the pedigree is issued in the name of the new owner. If the dog is planned for breeding or exhibitions, this document is mandatory

What are rabies antibody titers and how to get them?

Titers are laboratory confirmation that the rabies vaccination has worked and that the dog has developed a sufficient level of protection. Many EU countries require this test for importing an animal from Ukraine.


How to get:
The test can be taken no earlier than 30 days after the rabies vaccination.
1. You go to the clinic, where the veterinarian takes a blood sample into a special tube and fills out the accompanying documents.
2. The blood is sent to the laboratory.

You receive a certificate indicating your antibody level.
It can take from 2 weeks to a month to get results.


Since quarantine is in effect after receiving the titles (3 months before entering the EU), plan this procedure in advance.

Going abroad

To legally cross the border with a dog, you need to follow the following algorithm:


1. The dog must be microchipped.
2. You must have rabies antibody titers, after which you must undergo 3 months of quarantine.
3. International veterinary passport with all vaccinations and treatment marks
4. International Veterinary Certificate: Issued by the state veterinary service based on your veterinary passport.
5. Veterinary certificate (F1 - form #1): Obtained at a state clinic 1–3 days before departure. At customs, it is exchanged for an international certificate.
6. Health certificate: Sometimes additionally required.


Important: Requirements may vary from country to country. Always check the current animal import regulations on the website of the embassy of the destination country.
All documents must be issued in the name of the person attempting to cross the border with the dog.
